1979年1月29日，邓小平副总理在华盛顿应邀出席美国众议院举行的欢迎会。邓小平在会见参议院多数党领袖伯德和众议院议长奥尼尔等人时说，台湾回归祖国后，我们将尊重那里的现实和现行制度。台湾当局可继续管理其军队，还可保持同美国和其他国家的商业等非官方关系。我们力争用和平方式解决台湾问题，但是我们不能承担不用武力解决台湾问题的义务。
On January 30，1979，at the invitation of the US House of Representatives，Deng Xiaoping attended the welcome meeting in Washington.When meeting majority leader Byrd and chairman of House of Representatives O'neil，Deng Xiaoping said：“After Taiwan returns to its motherland，we will respect the reality there and its existing systems.The Taiwan authorities can continue to run their armed forces and maintain their unofficial relations such as commerce wiht the United States and other countries.We will work hard for the settlement of the Taiwan question in a peaceful manner，but we are under no obligation to renounce the use of force for the settlement of the Taiwan question.”
